'No English Science, Maths books' ? Hornbill Unleashed

Fourteen percent of schools in Sarawak have opted to use English in their Maths and Science, but parents doubt the Education Ministry?s commitment to their choice.

With schools set to begin their term next week, parents and teachers in Sarawak are in a dilemma over ?inconsistent? education policies and the lack of English language books for Mathematics and Science subjects.

Some 14% of primary and secondary schools in in East Malaysian state have opted to continue learning Mathematics and Science in English next year, but have failed to receive their English text books todate.

Said Batu Lintang assemblyman See Chee How: ?On this eve of the opening of the new school year, it is discovered that schools in Sarawak have not received their English textbooks and workbooks, but only the Bahasa Malaysia versions were distributed to all the students.

?This is despite the fact that these schools have filled in and submitted a designated form distributed by the Education Department asking them to decide and indicate whether their primary school students from the PPSMI batch chooses to continue PPSMI fully in English, Bahasa Malaysia or both.

?These schools have expressly opted for English language for those students now in Standard 4 to Standard 6.

?In fact, it was the Deputy PM (Muhyiddin Yassin) himself who revealed last year that 5% from the total classes in 7,495 primary schools and 9% out of 2,192 secondary schools chose to fully used English for Maths and Science.

?He is fully aware of the needs and extent of schools requiring textbooks and workbooks in English for the batch of students still under PPSMI policy, yet these textbooks and workbooks are not being printed and distributed.

?The schools were given the textbooks and workbooks in Bahasa Malaysia instead.?

He added that a quick survey in the bookshops had shown that no English reference books are prepared and printed in English, as the profit-driven private companies are switching immediately to produce reference texts and workbooks for the policy of MBMMBI (Upholding the Malay Language, Strengthening the English Language) whereby Mathematics and Science are only taught and learned in Bahasa Malaysia.

?Muhyiddin is worst Education Minister?

See, who is also state PKR vice president, said parents were now doubtful as to whether or not the Education Department has the contents and syllabus of the books prepared.

?The schools and parents can?t be blamed for their doubts and queries as to whether the education department is going to supply the requisite textbooks and workbooks in English to these schools.

?There are even doubts whether the education department has the syllabus and contents of the textbooks and workbooks prepared and whether it is printing them,? he said.

See said the availability of Malay language books on the subjects meant teachers and parents were forced to translate the syllabus and contents, according to their own respective understanding and perception of the Bahasa Malaysia texts.

?It certainly reflects poorly on the Umno-led BN federal government. The Education Ministry should have the proper planning in the formulation and implementation of the country?s education policies and plans.

?The Deputy PM and Education Minister (Muhyiddin) has failed to appreciate the sensitivity and special needs in the East Malaysian states, particularly Sarawak, where English is also an official language and that special rights to use English is cherished and dear to Sarawakians.

?The inconsistency in the formulation and implementation of the educational policies, regulations, guidelines and instructions are the hallmark of his ministership. He is the country?s worst Education Minister,? he said .

Phaedra Parks of The Real Housewives of Atlanta recently announced that she and husband Apollo Nida are having their second child, but her pregnancy wasn?t the only reason Bravo?s ?southern belle? was keeping mum over the past several weeks?.

Phaedra Parks and Apollo Nida are thrilled to be welcoming their second child into the family (we can only imagine this baby shower!). Although the couple was sure to keep their baby news a secret from the press, the Atlanta-based entertainment lawyer reveals there was another reason that she was ?absent? from her Bravo blog as of late.

?In early November my grandmother became ill and I chose to direct all of my energy and focused on caring for her and supporting my mother,? Parks writes. ?Unfortunately, on November 25, my dear grandmother passed away.?

After planning her grandmother?s funeral ? which was no doubt a typical Phaedra Parks event ? the family was dealt another blow.

?As we were returning home from my grandmother?s obsequies, we learned that Apollo?s grandmother passed away,? Phaedra explains. ?So, we have been very busy caring for our families and managing the tender moments of loss and grief.?

?My grandmother was my inspiration and graced the Earth for 95 years ? what a blessing! She was vibrant, courageous, and very outspoken,? says Parks. ?I am proud to have known her. It was her example and life that gave me the courage to always strive for excellence.?

Phaedra?s Real Housewives of Atlanta co-stars have been a tremendous support to her throughout this time. The soon-to-be mother-of-two took time out to give a special thanks to ?Kandi, NeNe, Cynthia and her lovely mother and daughter Noelle for their kind deeds and comforting words during our time of bereavement.?

Israel court overturns ban on Arab politician

JERUSALEM: Israel's Supreme Court ruled on Sunday an Arab lawmaker could stand in elections, overturning her disqualification by electoral officials over her participation in a Gaza-bound aid flotilla in 2010.

The nine-justice court ruled unanimously Haneen Zoabi "shall be a candidate for the Knesset" in a Jan. 22 poll without giving details of its reasons.

Zoabi drew widespread criticism in Israel for taking part in an international aid flotilla that challenged the Israeli blockade of the Gaza Strip, territory ruled by Hamas Islamists opposed to the existence of the Jewish state.

She was on the Mavi Marmara when Israeli naval commandos raided the Turkish vessel in May 2010, killing nine Turks in clashes with activists on board.

The Central Elections Committee voted on Dec. 19 to disqualify Zoabi, saying she had shown "support for an enemy state or terrorist organisation engaged in armed conflict against Israel".

Zoabi has said she had no role in any of the violence on board the Mavi Marmara and had tried to mediate between the sides during the raid.

Environment Minister Gilad Erdan criticised the ruling saying Zoabi had been involved in "expressing solidarity with our enemies".

Zoabi told Israeli Army Radio the judges had "avoided giving in to the racist right".

The Central Elections committee, which authorises parties' candidates ahead of votes, is chaired by a Supreme Court justice and made up of legislators from a number of political factions.

It has tried several times in the past to disqualify Arab political parties for alleged disloyalty to Israel, only to be overruled by the Supreme Court on appeal.

Zoabi belongs to the tiny Balad party that believes Israel should not be defined as a Jewish state.

Most of the Arabs who make up about 20 percent of the Israeli population are related to or descended from Palestinians who fled or were driven away in a 1948 war over Israel's establishment.

They are full-fledged citizens, though many complain of discrimination.

INDIANAPOLIS - Chuck Pagano walked onto the field Sunday waving to the fans and hugging his wife.

He left the field hugging everybody in sight ? assistant coaches, Colts players, even Texans players and coaches ? before dancing in the locker room.

Why not?

Andrew Luck threw for two TDs, Vick Ballard ran for another and Deji Karim scored on a 101-yard kickoff return to give the cancer-beating coach a 28-16 win over AFC South champ Houston in his return to the sideline.

Those who thought Pagano might take it easy in his first game back at the helm of the wild-card Colts since starting the first of three rounds of chemotherapy Sept. 26 were wrong.

Pagano spent the pregame warm-ups hugging friends such as offensive coordinator and former interim coach Bruce Arians, and Texans defensive coordinator Wade Phillips. During the game, he was the same old guy. Pagano took his customary linebacker stance, hands on bended knees, signaled touchdowns when the Colts scored, patted players on their helmets and gestured for flags to be thrown. He even sprinted a few times.

Fans gave Pagano a standing ovation after a 1-minute video was shown on the stadium's two Jumbotrons just before kickoff.

But Pagano's players wanted to welcome back another way: with a victory celebration. Indy (11-5) did everything it needed to get it Sunday, perhaps damaging the Texans' playoff seeding, too.

The Colts play at Baltimore in the wild-card round next weekend. The slumping Texans (12-4) have lost three of their last four and won't know their AFC seeing until after Denver and New England finish later Sunday.

Indy prevented J.J. Watt from getting any closer to Michael Strahan's NFL sacks record (22?). Watt finished the season with 20?.

Luck broke Peyton Manning's rookie record for completions and moved into third all-time among rookies with 22 TD passes. He finished 14 of 28 for 191 yards, giving him 339 completions this season.

Of course, the Colts gave Pagano a game ball, then watched him lead an impromptu dance in the locker room, including a do-si-do with team owner Jimmy Irsay.

It didn't take long for the Colts to assert themselves in this emotional environment ? or to swing the game when the Texans took their only lead. Shayne Graham made a 37-yard field goal with 5:22 left in the third quarter, but that lead lasted all of 12 seconds.

Karim fielded the ensuing kickoff 1 yard deep in the end zone, found a seam in the middle of the field and never slowed until he reached the opposite end zone to make it 21-16. Pagano patted him on the helmet after the longest kickoff return since the Colts moved to Indy in 1984.

Then, facing third-and-23 from the 30, Luck threw a perfect strike through a narrow window, hitting T.Y. Hilton in stride for a 70-yard TD to make it 28-16.

On a day the Texans mostly settled for field goals, that's all the Colts needed.

Luck masterfully led the Colts 75 yards in 13 plays on the game's opening possession, prompting Pagano to call for a defensive pass interference call on third-and-goal. Pagano also flung his arms into the air when Luck hooked up with Coby Fleener for a 1-yard score.

Graham made a 51-yard field goal late in the first quarter and 37-yarder early in the second.

But after Matt Schaub's underthrown pass was picked off by Vontae Davis and returned 26 yards to the Houston 39, Luck went back to work. He found Hilton for a 17-yard completion before Ballard plunged in from the 1 to make it 14-6.

Pagano was even on the minds of the Texans.

Houston opened the second half with its only touchdown when Arian Foster broke through a hole for a 13-yard TD run. Instead of doing his trademark bow, though, Foster ran through the end zone and tapped the (hash)Chuckstrong sign hanging on the wall. That made it 14-13.

Schaub finished 24 of 36 for 275 yards with two interceptions and no touchdowns. Foster ran 16 times for 96 yards.

Over 17 million tablets and phones opened on Christmas

Christmas day this year saw record numbers of devices coming online ? over 17 million of them, according to app analytics company Flurry. And that's not counting the ones that stayed offline.

Flurry identifies new devices as "activated" when?one of thousands of tracked apps is launched, and the company claims that this amounts to about 90 percent of all devices ? note that this is different from "activating" your new phone on a wireless carrier.

With so many tablets and smartphones on the market right now, perhaps it's not surprising that numbers should be so high. The iPad Mini, Nexus 10?and Kindle Fire all combine the latest hardware with a gift-friendly price.

By Flurry's measure, 17.4 million iOS and Android devices were activated Christmas day worldwide ? more than any other day in history by a good margin.?December saw about 4 million devices activated every day, which is about twice what December 2011 had, and Christmas day last year had only 6.8 million activations.

Flurry didn't provide a breakdown of how many of those millions were Android and how many were iOS ? and with competition fiercer than ever, it's difficult to speculate (although based on recent reports, it's likely that iOS has a solid?lead).

A second study by Mixpanel found that more than half of Internet traffic on Christmas was from mobile devices (much more than the week before), so clearly those millions of gifted tablets and phones were being put to use. Mixpanel put the traffic breakdown as 44 percent Android and 54 percent iOS, but that's of all the devices Mixpanel?saw, not just the ones opened on Christmas.

More complete numbers (including best-selling devices) will likely be released by retailers and manufacturers in the next few weeks ? perhaps at the Consumer Electronics Show in Las Vegas.

Of all the elements that form the comfort zone, unworthiness is without question the most insidious.

Unworthiness is that shadowy deep-seated belief that creeps into our minds and tells us we are undeserving and not good enough, inadequate and fundamentally flawed. Unworthiness serves as a shield to insulate us from risk, chance and the unknown.

Some of us may already be aware of certain limiting and negative beliefs we have about ourselves. These we can learn to heal and change. The real problem goes deeper? it?s the unconscious self-doubt and unworthy feelings we accept about ourselves.

The unworthiness mantra is ?Don?t try it, don?t even think about it.?

Without realizing it, we allow unworthiness to sabotage us in a hundred different ways, using endless justifications to keep from reaching for our dreams. For the sake of shielding ourselves from even the remote possibility of having to face our own fundamental inadequacy? we will do whatever it takes to just not think about it.

We repeatedly second guess our choices; falling into endless mental reruns picking apart what we could or should have done differently; over time finding it harder and harder to make definitive decisions that will enable us to move forward.
We avoid testing (or exposing) ourselves by allowing days, weeks and years to go by as we focus on the daily minutia of life and tell ourselves we?ll get to the big important stuff as soon as we?re ?caught up? or when the ?time is right.?
We use our responsibilities, especially to others, as shields to prevent ourselves from trying something new.

While there?s a lot to be said for gratitude, there is a BIG difference between appreciating all the good things and people in your life and choosing to settle for less because you don?t believe you deserve or are capable of more.

A few months ago I received a heartbreaking note from a reader who wanted to share with me why she had just unsubscribed from IGG. She went on to explain that while she enjoyed the articles and found them inspiring they also depressed her because she found herself focusing on all that she could never have or be in her life. ?A lot of people have it worse than me, so I just need to stop dreaming and be grateful for what I have now.?

How to Resolve Feelings of Unworthiness

Be willing to challenge beliefs about yourself: Begin by exploring the ?why? behind negative self talk. Make a positive statement about yourself such as I am a loving person or I deserve to achieve my dream of (fill in the blank). Then focus on any negative or contradictory thoughts that pop into your mind about your declaration. A personal journal is a great tool for this exercise. The more specific you can be with your statement, the greater the likelihood you?ll be able to uncover those sneaky unworthy feelings.

One step at a time: Once you begin to identify unworthy thoughts or triggers you can start gently stretching the limits of your comfort zone. Be willing to try different strategies and don?t be discouraged if you have to keep at it for awhile. These feelings of unworthiness have likely been with you for decades, so be kind to yourself, celebrate small victories, and be patiently persistent.

Let go of the past: For some reason, at some point in your life you came to the conclusion that you were lacking. Maybe you were bullied as a kid, or maybe you made a mistake? maybe it was a real whopper of a mistake and now you?re stuck mentally rerunning the experience and what you could or should have done differently. It?s time to let it go. The longer this has been going on the tougher it will be to clear it from your mind, but meaningful change always begins with a decision and in this case it?s up to you to choose not to give those thoughts the energy they require to remain an active part of your life.

Risk change: The thing about unworthiness is over time it becomes a comfortable companion and it is awfully tempting to stay with what?s known rather than risk the discomfort of change, rejection or even failure. Focus on your dreams and find a purpose that is important enough to motivate you to muster the strength and courage to step into the unknown and be free of what?s holding you back.

Be willing to ask for help: Sometimes feelings of unworthiness stem from a major life change or a traumatic event. As valuable as self-directed personal growth exercises can be, it?s important to understand that asking for help is not a weakness. Even the most courageous and successful people from time to time need a helping hand to move forward.

Sometimes the space between where you are and where you want to be can feel like a massive distance, but the truth is even the most self-confident among us will experience doubt from time to time. We may not be able to completely avoid it, but we can become more resilient by developing a strategy that enables us to effectively conquer feelings of self-doubt and unworthiness. Antarctic lake project called off

An ambitious mission to drill through 3km (1.8 miles) of Antarctic ice to a lake that has been sealed off for thousands of years has been cut short.

The team at Lake Ellsworth decided to call off the mission in the early hours of Christmas Day UK time.

They were unable to join the main borehole with a parallel hole that was to be used to recover drilling water.

The team is now "weatherising" the equipment and it is unclear when they will be able to resume the project.

The ?8m ($13m) project, headed by the British Antarctic Survey (Bas), aimed to drill carefully down using near-boiling water to pierce the lake, which has been untouched for as much as half a million years.

The hope had been to find hints of simple life forms existing in the extreme conditions of pressure and temperature, and to find a record of climate in the lake's sediments.

Searching for life in the hidden waters of Lake Ellsworth was one of the most ambitious British science projects of recent years, so this failure in the drilling programme will come as a huge blow.

The team knew that the risks were high, but the idea of exploring an ancient and mysterious body of water isolated for hundreds of thousands of years had inspired passion and determination.

The challenge of designing and engineering equipment that could remain sterilised on the long journey to Antarctica, and then down through the 3km of ice-sheet, was immense and involved hundreds of people.

So the disappointment will be felt far beyond the 12 men at their remote camp on the ice. Engineers, technicians, support staff - and researchers eager for the results - will feel heavy disappointment. They may try again next year. But this was frontier science, a gamble, and it did not pay off.

The programme ran into trouble last week as the main boiler used to heat drilling water broke down, with a replacement part being flown from the UK reaching the remote site last Friday.

With the boiler working, the team aimed to make two parallel boreholes, intended to join 300m below the surface.

A first borehole was drilled and left for 12 hours to create a hot-water cavity. This was to be used to re-circulate drilling water and to balance pressures when the sequestered lake was finally breached.

However, the team were unable to reach the cavity during the course of drilling the second, main borehole.

"We kept trying for over 24 hours to reach that connection but we couldn't do it," said principal investigator of the project Martin Siegert, from the University of Bristol.

"All that time we were losing fuel and water from the ice sheet surface and we got to a critical condition where our calculations showed us we simply didn't have enough fuel to continue any further down into the ice sheet to hit the top of the lake," he told BBC News.

The team is now starting the long process of gathering up its equipment for eventual return to the UK, where it will be serviced.

Once back on UK soil, the team will have to develop a report on what went wrong, and only then can the thought of a return trip be considered.

"It will take a season or two to get all of our equipment out of Antarctica and back to the UK, so at a minimum we're looking at three to four, maybe five years I would have thought," Prof Siegert said.

But he remained hopeful about the future, and said that this year's mission was far from a complete loss.

"We still want to do that testing, they were compelling scientific drivers a few years ago and they remain so. It's very important that we take stock of what we achieved here," he said.

Given the long time that it may take to fund and mount another mission to Ellsworth, it may be that other nations aim for other sealed-off Antarctic lakes in the nearer term.

"We have never depicted it as a race, but it may well happen that others get there first," Audrey Stevens, Bas spokesperson, told BBC News.

Italy's confused election gets another twist

ROME (AP) ? Italy's confused election campaign took another twist Friday with the country's respected national anti-Mafia prosecutor joining ranks with the center-left Democratic Party, a big-name boost for a party that is already leading in the polls ahead of the February vote.

A day earlier, Premier Mario Monti got an even bigger endorsement for his potential candidacy from the Vatican newspaper after winning a not-so-subtle thumbs up from the pope himself on Christmas Day.

Almost left behind in the jockeying was Italy's most colorful politician, Silvio Berlusconi, who was on the front pages of Italy's leading daily Friday for an entirely other reason. Corriere della Sera revealed details of his divorce settlement with his second wife Veronica Lario, showing that he must pay her ?3 million ($4 million) a month. He gets to keep the house, however.

Italians vote Feb. 24-25 in general elections after a yearlong experiment with Monti's technocratic government, appointed to help steer Italy through the eurozone's debt crisis. Monti took the place of Berlusconi, who was forced to resign in November 2011 after international markets lost faith in his ability to enact necessary reforms.

Monti has hedged his political intentions, saying he won't run but would be open to leading a new government if like-minded politicians who backed his 25-page political platform asked him. He met Friday with centrist leaders who are his main supporters but who are only expected to win a small chunk of the popular vote.

Leading in the projections with some 30 percent of the vote is the Democratic Party, which proudly presented prosecutor Pietro Grasso at party headquarters in Rome for his political debut. Grasso choked up as he recounted how his hand trembled a few days ago when he wrote the letter to Italy's order of magistrates seeking to end his 43-year career fighting the mob.

He explained his "radical" decision to run for an as yet unidentified office as wanting to leave a better country for his grandson. Sounding more like a potential justice minister than mere parliamentary candidate, Grasso said he had a vision of Italy to "be at the service of a country that has reached the maximum of confusion."

Pier Luigi Bersani, the Democratic Party's candidate for premier, looked pleased at having brought into his party a figure who is respected on both the left and right. Grasso didn't say exactly what he was running for, only that he had asked not to run in his native Sicily, where he said his investigations against the Cosa Nostra had "left their mark."

Bersani has said he wants to bring morality back to Italy and Italian politics ? a clear reference to the sex scandals and legal woes that helped bring down Berlusconi.

He was asked about the Vatican newspaper's endorsement of Monti, a practicing Catholic who has enjoyed the esteem of Pope Benedict XVI. Praising Monti, L'Osservatore Romano said the economist clearly wanted to "recover the highest and most noble sense of politics" for the common good.

Bersani said he had long considered politics to be noble.

Cardinal Angelo Bagnasco, the head of Italy's bishops conference, on Friday said Monti was recognized both at home and abroad for his "honesty and capability."

Support from the Vatican and the Italian Catholic Church, both influential in the country's society, is considered crucial for any Italian government.

The Vatican made clear by the end of Berlusconi's last term that it was tired of his scandalous lifestyle. His wife said she was divorcing him because of his fondness for younger women. Separately, the media mogul is on trial in Milan for allegedly paying for sex with an underage woman and trying to use his office while premier to cover it up, charges he has denied.

Berlusconi, 76, is currently dating a woman nearly 50 years his junior. After waffling for months, he seems very much in campaign mode, though his center-right People of Freedom party trails in the polls.

(AP) ? Lawmakers are engaged in a playground game of "who goes first," daring each political party to let the year end without resolving a Jan. 1 confluence of higher taxes and deep spending cuts that could rattle a recovering, but-still-fragile economy.

President Barack Obama returns from Hawaii Thursday to this increasingly familiar deadline showdown in the nation's capital, with even a stopgap solution now in doubt.

Adding to the mix of developments pushing toward a "fiscal cliff," Treasury Secretary Timothy Geithner informed Congress on Wednesday that the government was on track to hit its borrowing limit on Monday and that he would take "extraordinary measures as authorized by law" to postpone a government default.

Still, he added, uncertainty over the outcome of negotiations over taxes and spending made it difficult to determine how much time those measures would buy.

In recent days, Obama's aides have been consulting with Senate Democratic Leader Harry Reid's office, but Republicans have not been part of the discussions, suggesting much still needs to be done if a deal, even a small one, were to be struck and passed through Congress by Monday.

At stake are current tax rates that expire on Dec. 31 and revert to the higher rates in place during the administration of President Bill Clinton. All in all, that means $536 billion in tax increases that would touching nearly all Americans. Moreover, the military and other federal departments would have to cut $110 billion in spending.

But while economists have warned about the economic impact of tax hikes and spending cuts of that magnitude, both sides appear to be proceeding as if they have more than just four days left. Indeed, Congress could still act in January in time to retroactively counter the effect on most taxpayers and government agencies, but chances for a large deficit reduction package would likely be put off.

House Republican leaders on Wednesday said they remain ready to negotiate, but urged the Senate to consider or amend a House-passed bill that extends all existing tax rates. In a statement, the leaders said the House would consider whatever the Senate passed. "But the Senate first must act," they said.

Aides said any decision to bring House members back to Washington would be driven by what the Senate does.

Reid's office responded shortly after, insisting that the House act on Senate legislation passed in July that would raise tax rates only on incomes above $200,000 for individuals and $250,000 for couples.

Meanwhile, Obama has been pushing for a variant of that Senate bill that would include an extension of jobless aid and some surgical spending reductions to prevent the steeper and broader spending cuts from kicking in.

For the Senate to act, it would require a commitment from Senate Republican Leader Mitch McConnell not to demand a 60-vote margin to consider the legislation on the Senate floor. McConnell's office says it's too early to make such an assessment because Obama's plan is unclear on whether extended benefits for the unemployed would be paid for with cuts in other programs or on how it would deal with an expiring estate tax, among other issues.

What's more, House Speaker John Boehner would have to let the bill get to the House floor for a vote. Given the calendar, chances of accomplishing that by Dec. 31 were becoming a long shot.

Amid the standoff, Geithner advised Congress on Wednesday that the administration will begin taking action to prevent the government from hitting its borrowing limit. In a letter to congressional leaders, Geithner said accounting measures could save approximately $200 billion.

That could keep the government from reaching the debt limit for about two months. But if Congress and the White House don't agree on how to avoid the "fiscal cliff," he said, the amount of time before the government hits its borrowing limit is more uncertain.

"If left unresolved, the expiring tax provisions and automatic spending cuts, as well as the attendant delays in filing of tax returns, would have the effect of adding some additional time to the duration of the extraordinary measures," he wrote.

Whenever the debt ceiling hits, however, it is likely to set up yet another deadline for one more budget fight between the White House and congressional Republicans.

Initially, clearing the way for a higher debt ceiling was supposed to be part of a large deal aimed at reducing deficits by more than $2 trillion over 10 years with a mix of tax increases and spending cuts, including reductions in health programs like Medicare. But chances for that bargain fizzled last week when conservatives sank Boehner's legislation to only let tax increases affect taxpayers with earnings of $1 million or more.

Obama and his aides have said they would refuse to let Republicans leverage spending cuts in return for raising the debt ceiling. But Republicans say the threat of voting against an increase in the limit is one of the best ways to win deficit reduction measures.

Another potential showdown is pending. A renewed clash over spending could come in late March; spending authority for much of the government expires on March 27.

US rejects No Child Left Behind waiver for Calif.

California has become apparently only the second state ? and by far the largest ? to be denied a waiver of requirements of the No Child Left Behind education program, state officials said.

Thirty-four states and the District of Columbia have won waivers from provisions of the 2001 law, one of the signature achievements of the administration of former President George W. Bush, while nine other states and Puerto Rico have received conditional approval or have applications pending, according to the U.S. Education Department.

The agency doesn't publicize which states have been turned down, but Iowa is the only other state to have publicly acknowledged that it has been rejected.


California officials got the news Friday by telephone, The San Jose Mercury News reported, quoting Michael Kirst, president of the state Board of Education.

Kirst told the Mercury News that California's unwillingness to tie teacher evaluations to student test scores was what sank the state's request.

The denial wasn't a surprise ? Kirst and state school Superintendent Tom Torlakson warned local administrators in an open letter Friday (.pdf) that federal officials had indicated that California's request would be turned down.

Thirty-four states and the District of Columbia have won waivers from the 2001 No Child Left Behind law. Nine states (in addition to the Puerto Rico) have received conditional approval or have requests pending:
- Alabama
- Alaska
- Hawaii
- Illinois
- Maine
- New Hampshire
- North Dakota
- Texas
- West Virginia

Two states are known to have been rejected:
-California
- Iowa

Five states haven't requested waivers or have withdrawn their requests:
-Montana
- Nebraska
- Pennsylvania (plans to request a waiver at a later date)
- Vermont
- Wyoming

"It is disappointing that our state's request ? which enjoyed such strong support from parents, teachers, administrators, and education advocates across California ? has apparently been rejected," Torlakson said in a separate statement.

Authorization for No Child Left Behind ? formal title: the Elementary and Secondary Education Act, or ESEA ? expired in 2007, and Congress hasn't acted to rewrite or refresh it. Last year, the Education Department told the states that they could apply for waivers pending a new law because the current law was "forcing districts into one-size-fits-all solutions that just don't work," Education Secretary Arne Duncan said at the time.

In the meantime, the old law continues to impose student test score standards that keep rising every year, to the point that many states say they're unrealistic in 2012. Critics contend that the law locks states into inflexible standards focused solely on reading and math, neglecting subjects like social studies, the arts, health and physical education.

Majority of states lining up to ditch No Child Left Behind

The old standards require a 100 percent rate of proficiency on standardized reading and math tests by 2014. The penalty for falling short is loss of federal funding for schools serving low-income children.

"On behalf of millions of parents, teachers, administrators and community members who fight for all children every day, we urge you to join us in prioritizing education by coming together to reauthorize and fix No Child Left Behind. We've waited long enough," Betsy Landers, president of the National PTA, wrote in an open letter to President Barack Obama last month.

Torlakson agreed, telling state educators: "The appropriate solution is for Congress to reauthorize the ESEA, replace its inflexible requirements with provisions that accommodate the differences in state policy approaches, and give districts adequate flexibility to improve student achievement."

But that doesn't appear likely to happen any time soon, with Congress transfixed by the looming "fiscal cliff" and immigration reform.

"At the moment, it's unclear if there is a real commitment and consensus in Congress for reauthorizing," Duncan told the Council of Chief State School Officers in a speech last month. "I wish there was a clear commitment and consensus."
