KAMPALA, Uganda (AP) ? A decision by Uganda's president to pardon an Indian man sentenced to die for the murder of his wife has generated fierce criticism from activists who say it sends the wrong message in a country where women's rights have long been abused.

Sharma Kooky, who was set free this week on humanitarian grounds, spent 12 years in jail for torturing his wife to death in a case whose gruesome details once shocked and then galvanized the women's rights movement.

President Yoweri Museveni has rarely pardoned convicts. Only a handful of prisoners, mostly political prisoners, have been freed on his orders. Kooky was a businessman in Kampala.

How Attitudes About Investing Have Changed Over the Generations ...

The stock market has seen some major downturns in the past 10 years ? the decade when Gen Y began considering investment options for the first time. It?s no surprise that, as a generation, this age group has been reluctant to?start?investing. In fact, according to the?Investment Company Institute, investors born in the seventies and later are less likely to own any equities than their parents or grandparents did at the same age. There is a fundamental difference in how different generations see?investing, and it may have long-lasting impacts.

Generation Why?

Adam Koos, a?Certified Financial Planner (CFP) and president of Libertas Wealth Management, sees generational differences play out in his office every day. He falls into the Gen X age group, himself, and sees a big difference in where he started out and where Gen Y and later generations start out. Immediately following college, he had less than $20,000 in student debt, while he has successful Gen Y clients who have more than twice that amount. He calls the age group ?Gen Why?? because ?Why would we?invest?? They?re young and too busy paying off college loans.

While many?Gen Y members do have investments, they?re likely to be through defined contribution plans, such as?401(k)s. Vanguard reports that participants in such plans have minimal engagement with them: once a participant has enrolled, he or she rarely modifies any allocations or?investment?strategies until a life event forces a change.

Attitudes

In contrast, Koos??Baby Boomer clientele is far more interested in their investments. Their attitudes are very focused on providing for retirement or even augmenting their current incomes from employment. Koos says, ?They?re playing catch-up, whether it be because they?re divorced, didn?t save enough money or borrowed too much against their?Home Equity Lines of Credit (for home improvement, cars, vacations and college costs for their kids).

As a result, they?re having a hard time finding a job that pays what they?re used to, once they?re laid off by their employer, who?s figured out they can hire a new, highly trained, tech-savvy college grad, for a fraction of the cost.? It?s created a situation for many of these investors where they feel the need to be more conservative with their investments, but can only get what they need?by being aggressive.

Both Gen X and Baby Boomers have seen booms, with industries like real estate and technology growing rapidly. They?ve seen that taking some risks with an?investment?strategy can pay off. Their investment attitudes are balanced by that fact, as well as how investments have performed over the past few years.

However, Koos does have one client group that seems to have found comfortable approaches to investing ? those who grew up during the Great Depression, also known as the Silent Generation. Koos describes his older clients??investment attitude: ?They withdraw a small chunk of change from their portfolios each month (if I can get them to do so), with the intention of spending it ? only to come back in for their next appointment with a bigger check than last time, from all the money they saved from their social security, pension and investment income.?

The Bottom Line

These attitudes are bound to change over time: most members of Generation Y are thinking about paying down college loans right now. Marriage and parenthood are the big milestones in their lives. Retirement is decades off, making investing for it a low priority. The big question is just what direction Gen Y will take when investing becomes more of a priority.

Will this age group be willing to take risks in a?stock?market that hasn?t yet offered good returns since they graduated high school? It?s possible that investors in the Gen Y age group will be very conservative, compared to past generations ? maybe even?too conservative for their own good.

Romney edges into mop-up phase of campaign

WASHINGTON (AP) ? After a three-month struggle, Mitt Romney edged into the mop-up phase of the race for the Republican presidential nomination on Wednesday, buoyed by Newt Gingrich's decision to scale back his campaign to the vanishing point and Rick Santorum's statement that he would take the No. 2 spot on the party ticket in the fall.

Romney campaigned by phone for support in next week's Wisconsin primary while he shuttled from California to Texas on a fundraising trip, praising Gov. Scott Walker, for "trying to rein in the excesses that have permeated the public services union." The governor faces a recall election in June after winning passage of state legislation vehemently opposed by organized labor.

Romney aides eagerly spread the word that former President George H.W. Bush would bestow a formal endorsement on Thursday, although they declined to say whether former President George W. Bush has been asked for a public show of support. Sen. Marco Rubio, R-Fla., a tea party favorite who had been neutral in the race, endorsed Romney Wednesday night, saying it was clear that he would be the nominee and that the primary fight should end.

Seven months before Election Day, there was ample evidence of a preparation gap with the Democrats.

A spokesman at the Republican National Committee said the party had recently opened campaign offices in three states expected to be battlegrounds this fall and would soon do the same in seven more.

By contrast, Obama's re-election campaign has 18 offices in Florida, nine in Michigan, a dozen in Ohio, 13 in Pennsylvania and seven in Nevada, according to officials. While Romney was campaigning in last winter's Iowa caucuses, Democrats claimed to have made 350,000 calls to voters as part of an early organizational effort.

And while Romney is still raising money for the second half of the primary campaign, Obama recently reported $84 million in the bank for the general election.

Not that Romney was leaving the primary wars behind. He and Restore Our Future, a super PAC that supports him, were outspending Santorum and his allies on television by a margin of more than 4-1, with an attack-heavy diet of television ads.

In addition, Romney's campaign attacked Santorum in a recorded message called into thousands of homes.

"I was shocked to find out that Rick Santorum repeatedly supported big labor and joined with liberal Democrats in voting against right-to-work legislation during his time in Washington," it says. "He even opposed the hiring of permanent replacements for striking workers. When it comes to big labor, Rick Santorum's record of opposing right-to-work legislation and standing with union bosses speaks for itself."

Santorum is campaigning across the state as an ally of Walker.

"I'm excited to stand here with Gov. Walker. Not only should he not be recalled, he should be re-elected," Santorum said in LaCrosse, Wis. "When Gov. Walker ran and your lieutenant governor ran, they didn't run as they would be moderates. They said the problems in Wisconsin were serious."

There was no let-up in Santorum's criticism of Romney, whom he said is "completely out of sync with America" and "uniquely disqualified" to lead the party against President Barack Obama.

But after absorbing defeats in a string of industrial states in the past month ? Michigan, Ohio and Illinois ? he said of Wisconsin: "I think we'll do well here. The question is how well."

Washington, D.C., and Maryland also hold primaries next week, but Santorum is not on the ballot in the first contest, and he has little if any campaign presence in the second. There are 95 delegates at stake in the three contests.

For the first time, Santorum on Monday seemed to acknowledge publicly that his quest for the presidential nomination may end in failure.

Asked in an interview with Christian Broadcasting Network whether he would consider running as Romney's vice presidential ticketmate, he said: "Of course. I'll do whatever is necessary to help our country."

Gingrich took an even more obvious step toward the campaign exit, although he struck a defiant note one day after announcing that he would support Romney if the front-runner can win a majority of delegates by the time the primary season ends in June.

"For some reason everybody in the establishment is chanting that Santorum and I should quit. Romney has to earn this. It's not going to be given to him," he said. At the same time, his aides were explaining that he had pushed out his campaign manager, trimmed his staff by one-third and would cut back on personal campaign time in primary and caucus states in favor of contacting unpledged delegates.

Another sign that the Gingrich campaign had entered an end stage: Casino mogul Sheldon Adelson, whose family has donated millions to a Gingrich-friendly super PAC, said that "it appears as though he's at the end of his line." The remark, reported Wednesday by JewishJournal.com, came Monday as Adelson informally discussed the race during a leadership retreat in Las Vegas.

The Associated Press tally showed Romney with 568 delegates and on a pace to reach the required 1,144 in the remaining primary and caucus states. Santorum has 273, and Gingrich 135.

Romney has reaped several endorsements in the past week, since trouncing Santorum in the Illinois primary.

Bush has long been in his corner, but aides to Romney said Thursday's event was something different, a formal endorsement from the ex-president and his wife, Barbara.

Bush's son was generally viewed as the more conservative president of the two, but his popularity waned among Republicans as well as Democrats and independents when the economy cratered in 2008.

1/2 ts Vanilla extract

3 lg Eggs

1 1/4 c Sugar

3 c All-purpose flour

1/2 ts Baking powder

1 c Hazelnuts or walnuts; chop

1 Egg white; lightly beaten

Melt chocolate and butter in a heavy saucepan over low heat. Beat

eggs at medium speed with an electric mixer until frothy; gradually

add sugar, beating until thick and pale (about 5 minutes). Add

chocolate mixture, stirring until blended. Combine flour and baking

powder; stir into chocolate mixture. Stir in nuts. Flour hands, and

form dough into a 13? log. Place on a lightly greased baking sheet.

Brush with egg white. Bake at 350F for 45 minutes; cool on a wire

rack. Cut log with a serrated knife crosswise into 24 (1/2-inch)

slices, and place on an ungreased cookie sheet. Bake at 350F for 10

minutes on each side. Remove to wire racks to cool.

More feeling upbeat about the economy

After a long, cold winter, the U.S. economy is showing signs of spring, according to recent surveys of consumer and business expectations.

More Americans are convinced the economy will get better than at any time since 2010, a recent survey from CNBC released Wednesday showed. The results echo similar readings from recent surveys of consumer and business confidence.

CNBC?s poll of 836 Americans across the country found that 36 percent believe the economy will improve over the next year, a nearly 10-point gain from November, and the highest level of optimism since 2010. The survey also found growing optimism in two key economic measures: expected wage gains and home prices.

In a separate report Wednesday, a survey of large-company CEOS conducted by The?Business Roundtable, found that corporate managers are also feeling more upbeat about sales, capital spending and hiring for the next six months. In the survey, conducted earlier this month, 128 CEOs boosted their estimates for economic growth this year. They now expect gross domestic product to expand by 2.3 percent in 201012, up from 2.0 percent when the last survey was conducted three months ago.

The Business Roundtable?s survey index, which tracks CEO expectations for the next six months, rose to 96.9 in the latest survey from 77.9 in the fourth quarter of 2011.

Americans said they expect that improved outlook will help boost their paychecks. According to the CNBC survey, Americans expect to see the biggest gains in their paychecks in nearly four years.

They?re also more upbeat about the housing market. Some 22 percent expect their home?s value to increase in the next year, up from 15 percent last quarter and the highest level since December 2010. But 29 percent said their home is worth less than what they paid for it, up from 26 percent a year ago

Those expectations, though, are still lower than they were before the March 2007, just before the Great?Recession began, when about 50 percent expected home values to rise. While Americans believe their wages on average will rise by 2.3 percent in the next year, that figure was 7.3 percent five years ago.

The mood is also tempered by?the higher cost of gasoline and health care. Those concerns were reflected in a separate survey of consumer confidence Tuesday by The Conference Board, which showed sentiment holding steady after gains in recent months ?

?Despite the rally in (stock) prices, the increase in gasoline prices, which are now close to $4 a gallon, has started to take a toll on consumer sentiment," according to Paul Ashworth at Capital Economics.

CNBC?s survey found that 28 percent of Americans say high gasoline prices is their biggest worry, ranking it equal with concern over health care costs. The cost of retirement was a distant third at 14 percent.

A third of the public believes that gasoline prices will remain elevated for longer than four years. Expectations that prices of everyday goods?will rise?are at their highest level in a year.

The improved outlook overall varies considerably depending on household income. About 41 percent of Americans earning more than $100,000 annually expect the economy to improve, but just 32 percent of those earning less than $30,000 share that optimism. That disparity also applies to expectations about wage gains.?Those earning $75,000 or more annually expect their paychecks to rise by 4.1 percent in the next year. Those earning less than $75,000 expect an increase of just 1.1 percent.

Beal ? who is projected as a top-five pick in the NBA Draft ? has led the Gators in the postseason. In their five SEC or NCAA tournament games, he is averaging 17 points and 8.2 rebounds per game while making 53.8 percent of his shots and 43.3 percent from 3-point range. He also has an assist-to-turnover ratio of 2.0.

"Nothing against Erving Walker, nothing against Kenny Boynton, Erik Murphy, Patric Young. But in a lot of ways, I think Bradley Beal is their swing vote," said Marquette coach Buzz Williams. "He plays multiple positions, whether they're small, whether they're big. He can beat you off the bounce using their ball screens, he can catch and shoot."

But Beal hasn't been the only one making contributions. Murphy had a season-high 10 rebounds, Young added nine and Boynton scored 11 points. Once again, the Gators got good minutes out of Casey Prather and Mike Rosario ? two players with limited roles during the regular season who have become more reliable in the postseason.

The bench contributed 11 points in the first half as Florida took a 36-30 halftime lead. The Gators took their biggest lead of the game early in the second half when Murphy and Beal made back-to-back 3-pointers to put them ahead 48-34. Prior to that basket, Murphy was 0-for-7 from the floor and 0-for-4 from 3-point range.

"Coach just told me to keep shooting if I was open. Obviously, I had a terrible shooting night," said Murphy, who finished with seven points after making 3-of-13 shots.

"If shots don't fall, you've gotta try to do other things and they didn't fall tonight."

UF went 4:08 without scoring and the Golden Eagles (27-8) got as close as within six as Todd Mayo's 3-pointer made it 58-52 Florida with 3:16 to play. They got to within seven in the final minute, but Boynton hit 5-of-6 free throws to seal the win.

The win put Florida in its sixth regional final in program history and set up the coaching matchup between two close friends. After losing three seniors from a frontcourt that led them to this round last season, these Gators overcame four losses in the five games leading up to the NCAA Tournament.

Now, they're one win away from the school's fifth Final Four.

"It's hard. It's really hard," Donovan said of getting to back-to-back regional finals. "We're a lot younger and a lot different and play a lot different than we did a year ago."

Iraq tightens security as Qaeda claims deadly blasts

Key routes in Baghdad were locked down on Wednesday as Al-Qaeda's front group in Iraq claimed responsibility for a wave of deadly blasts targeting security for a landmark Arab summit next week.

The tightened measures came a day after nationwide gun and bomb attacks killed 50 people and wounded 255 on the ninth anniversary of the start of the US-led invasion of Iraq.

The country was struck with more unrest on Wednesday, with five people, including three young children, killed.

In a statement posted on jihadist forum Honein, the Islamic State of Iraq declared it was behind the attacks against several "official posts, and security and military posts" in the country.

"The lions (jihadists) of Al-Sunna... of the Islamic State of Iraq simultaneously attacked the authorities' security plans... for the meeting of Arab tyrants in Baghdad," said the statement dated March 20.

These attacks "destroyed the plans of the head of Iraqi security chiefs in the space of a few hours," it added.

Tuesday's violence rocked 20 towns and cities spanning the northern oil hub of Kirkuk and the Shiite shrine city of Karbala, south of Baghdad, from 7:00 am (0400 GMT), and continued through the day.

The spate of attacks bore the hallmarks of Al-Qaeda, which typically tries to launch coordinated nationwide mass-casualty bombing campaigns.

They struck despite unprecedented levels of security in Baghdad as part of preparations for the March 27-29 summit of the Arab League, the first of the 22-member bloc to be held in the Iraqi capital in more than 20 years.

Wednesday's yet tougher measures worsened already choking traffic in Baghdad.

AFP journalists reported full or partial closures of key routes, while roads that remained open saw increased numbers of checkpoints and security forces, and virtually all of the bridges that traverse the Tigris River were also shut.

Despite the ramped up security, gunmen broke into a house in south Baghdad and slaughtered a 25-year-old mother and her three young children, security and medical officials said. Another woman was gunned down in central Iraq, according to police.

Tuesday's attacks drew swift condemnation from around the world, with United Nations envoy Martin Kobler describing them as "atrocious".

White House spokesman Jay Carney said the United States "strongly condemns" the violence, while Britain's Middle East minister Alistair Burt described it as "cowardly."

Iraqi parliament speaker Osama al-Nujaifi condemned the "brutal criminal" attacks, and said they were part of efforts by Al-Qaeda to "derail the Arab summit.

Following the attacks, the government declared a week of public holidays from March 25 to April 1.

Coupled with Kurdish New Year festival Nowruz on Wednesday and the weekly Muslim day of prayer on Friday, much of Iraq will be largely closed until after the summit.

Security forces have mooted the possibility of imposing a city-wide curfew on March 29, when Arab leaders are expected in Baghdad for the first such meeting in the Iraqi capital since Saddam Hussein's 1990 invasion of Kuwait.

Officials insist Iraq's forces are capable of maintaining security for the summit, and have drafted in an additional 4,000-odd policemen and soldiers, but admit they may need to effectively shut down Baghdad to do so.

Tuesday's violence was Iraq's deadliest day since January 14, when 53 people were killed in a suicide bombing outside the southern port of Basra.

Secondhand smoke again tied to asthma in kids

NEW YORK (Reuters Health) - A fresh look at past studies suggests kids who live with a smoker are more likely to wheeze or get asthma, providing more evidence for the link between secondhand smoke and breathing problems.

Researchers found that the biggest effect on wheeze and asthma symptoms was seen in babies and toddlers whose moms smoked while they were pregnant or soon after kids were born.

The findings don't prove that secondhand smoke caused kids to get asthma, but they add to other research suggesting smoke exposure may trigger respiratory problems in youngsters, researchers said.

"What this really clearly demonstrates is that the research and data documenting the adverse effects of tobacco smoke exposure on children's asthma is very strong," said Dr. Harold J. Farber, who studies smoking exposure and asthma at Baylor College of Medicine and Texas Children's Hospital in Houston.

He said kids' lungs may be weaker when they're exposed to smoke in the womb, and asthma drugs may not work as well in those children.

"Eliminating our children's tobacco exposure has got to be a critical public health priority," Farber, who wasn't involved in the report, told Reuters Health.

Researchers from the UK analyzed more than 70 studies published between 1997 and 2011, all of which asked about smoking by parents or other household members and then tracked which kids were diagnosed with wheezing or asthma going forward.

Those studies showed that when moms smoked while they were pregnant, their kids were 28 to 52 percent more likely to wheeze, depending on the age they were assessed. The effect on asthma symptoms was greatest in babies and toddlers, who were 85 percent more likely to have asthma if they were exposed to smoke in the womb.

When moms or non-parent household members smoked, kids had up to a 70 percent higher chance of wheezing through age four, but the link to full-on asthma was less clear. The effect of maternal smoking was weakest in kids age five to 18.

There was limited data on how smoking by dads affected kids' chances of wheezing or getting asthma, according to findings published Monday in Pediatrics.

Tricia McKeever from the University of Nottingham and her colleagues said their findings suggest that secondhand smoke has more of an influence on wheeze and asthma than researchers had previously estimated.

"Before, (secondhand smoke) was known as triggering an attack or exacerbating asthma," said Geoffrey Fong, a tobacco researcher from the University of Waterloo in Canada.

"This study shows that secondhand smoke may cause the development of asthma," and not just trigger attacks in kids who already have it, said Fong, who wasn't involved in the new study.

According to the Centers for Disease Control and Prevention, about nine percent of U.S. kids have asthma.

Dr. Serpil Erzurum, an asthma researcher from the Cleveland Clinic, told Reuters Health the research provides more evidence that the development of asthma is based both on genetic predisposition and environmental exposure in the womb and early in life.

"This is very strong exposure that's still going on a daily basis despite all that we know about smoking," said Erzurum, who wasn't tied to the new work.

The study is "a further reminder of the importance of smoke-free laws and smoke-free homes to protect non-smokers, especially children," Fong told Reuters Health.

Militants kill American teacher in Yemen

SANAA (Reuters) - Gunmen linked to al Qaeda shot dead an American teacher in Yemen on Sunday, accusing him of Christian "proselytizing", and officials said government forces had killed a dozen militants in clashes and attacks on their strongholds.

The incidents underscore the challenges facing President Abd-Rabbu Mansour Hadi, who took office last month after a year of massive protests against his predecessor Ali Abdullah Saleh.

A police source in the city of Taiz said a gunman riding on a motorcycle driven by an accomplice shot the U.S. English language teacher, who was also deputy director of a language school, the Swedish Institute.

Officials from the institute in Taiz, Yemen's commercial hub 200 km (120 miles) south of Sanaa, identified the victim as Joel Shrum and said he was born in 1983.

A U.S. State Department official condemned Shrum's killing. "We continue to work to obtain additional information and urge Yemeni authorities to bring to justice all those responsible for this heinous crime," said the official, who did not want to be named.

The gunmen, who escaped after the attack, were believed to be linked to al Qaeda, the police source said. A group affiliated with the militant network claimed responsibility.

"This operation comes as a response to the campaign of Christian proselytizing that the West has launched against Muslims," an unidentified person said in a text message to journalists, claiming responsibility on behalf of the al Qaeda-linked Ansar al-Sharia (Partisans of Islamic Law).

The message called Shrum "one of the biggest American proselytizers".

Islamic militants often accuse Western aid groups of covert religious missionary work.

Later on Sunday, unidentified gunmen clashed with security forces in the southern city of Aden. Two passersby, a man and a woman, were killed and several were wounded, residents and medics said.

ESCALATION

The United States and Saudi Arabia, Yemen's neighbor and the world's biggest oil exporter, are concerned about al Qaeda's expansion in Yemen where it has regrouped after suffering reverses in Iraq and Saudi Arabia.

Yemen has seen an escalation of al Qaeda violence since Hadi took office in February vowing to fight the Islamist network, which exploited months of protests against Saleh's 33 years in office to seize swathes of territory.

Daily clashes break out around the areas controlled by the militants in the south, and at times with armed supporters of a southern separatist movement which has also stepped up its activities in the past year.

Ansar al-Sharia captured Jaar in Abyan Province in March last year after the outbreak of protests against Saleh and have turned it into their main base in southern Yemen.

An official said up to 14 militants were killed in artillery attacks and clashes on Saturday north of the Abyan provincial capital of Zinjibar, the area of Bagdar and the town of Jaar.

Also on Sunday, a government warplane bombed Islamist militants in the southern city of Jaar, causing people to flee their homes. There were no immediate reports of casualties.

In early March, militants killed more than 110 soldiers in twin suicide attacks and a raid on their outposts in which the militant group also said it captured some 70 soldiers.

CASUALTIES OF UPRISING HONOURED

Under the power transfer deal, Hadi was elected for a two-year transitional period to restructure the armed forces and oversee the drafting of a new constitution.

On Sunday, state news agency Saba reported that Hadi decreed that civilian victims of the protests against Saleh's rule be honored as "martyrs" and ordered that their families be treated on par with families of soldiers killed in the line of duty.

Hadi also made several appointments to key government posts.

Ahmed Masoud al-Alwani was made new chairman of the national airline Yemen Airways (Yemenia), replacing Saleh's son-in-law Abdul Khaleq al-Qadi, who was sacked in December after airline workers disrupted operations.

Hadi also named new heads for the police academy, the Civil Registration Department and the country's al-Thawra hospital.

But critics say Saleh's relatives remain in control of the security establishment and armed forces, fanning suspicions Hadi is incapable of standing up to Saleh's allies.

Those suspicions appeared to have been confirmed by last week's transfer of Saleh's nephew Tareq, to the post of commander of the Republican Guard's third brigade, from the command of the Private Presidential Guards.
